M&E Training and Capacity-Building Modules
CRS and the American Red Cross collaborated on this nine-part series of training and capacity-building materials in program monitoring and evaluation. The modules provide practical information across a wide range of topics, from hiring M&E staff to preparing for a program evaluation. They were conceived and developed to respond to field-identified needs for specific guidance and provide tools that are not available in other publications. Examples focus on Title II programming, but the material is also relevant outside the realm of food security.

This guide presents an approach to developing a monitoring and evaluation (M&E) system for projects supported by Catholic Relief Services (CRS). The content is derived from guidance in ProPack (CRS, 2004 and CRS, 2007) and streamlined based on experience in CRS country programs in Africa, Asia, and Latin America. The new approach is called SMILER: Simple Measurement of Indicators for Learning and Evidence-based Reporting.

Les ProPacks I et II fournissent des informations et des outils de base en matière de projet et de S&E afin de guider le personnel, de la phase de conception initiale à la clôture des projets. Le chapitre IV du ProPack II offre des conseils pour mettre en place un système de S&E. Ce guide, ProPack III, est la version mise à jour de ce chapitre s’appuyant sur l’utilisation répandue de son contenu par de nombreux bureaux CRS.

Esta guía es la tercera en las series del Paquete de Proyectos (ProPack), producidas para elevar la calidad de nuestro trabajo en proyectos de asistencia y desarrollo. Los ProPacks I y II proporcionan información y herramientas básicas de proyectos y M&E para guiar al personal desde la etapa inicial de diseño hasta el cierre de los proyectos. El Capítulo IV del ProPack II proporciona orientación sobre la creación de un sistema de M&E. Esta guía, ProPack III, es una versión actualizada de este capítulo, a partir del uso generalizado de los materiales del capítulo con muchos programas de país de CRS.
